Ending Violence Against Women: Celebrating Empowerment and Awareness



Violence Against Women (VAW) remains a pervasive social problem, not only in the Philippines but worldwide. Statistics reveal the alarming reality: nearly 1 in 3 women globally experience violence in their lifetime. In the Philippines, the 2022 National Demographic and Health Survey (NDHS) conducted by the Philippine Statistics Authority (PSA) found that almost 1 in 5 women have experienced emotional, physical, or sexual violence from their current or most recent partner. These numbers underscore the need for continued advocacy and action.



The yearly observance of the 18-day Campaign to End Violence Against Women is an essential step in addressing this issue. Anchored in Republic Act (R.A.) No. 9262, also known as the Anti-Violence Against Women and Their Children (VAWC) Act of 2004, the campaign raises awareness and promotes the implementation of laws that protect women and children from abuse.



The Significance of the Anti-VAWC Act


The Anti-Violence Against Women and Their Children Act is a cornerstone law in the Philippines’ fight against VAW. Enacted in 2004, RA 9262 aims to address emotional, physical, sexual, and economic abuse. It provides women and their children with legal protection and ensures the prosecution of offenders. This law underscores the importance of safeguarding the dignity, security, and well-being of women and their families. By raising awareness and creating accessible support systems, RA 9262 has become instrumental in promoting justice and accountability.

In addition to RA 9262, other laws have been enacted to strengthen the campaign against violence and ensure the safety of women. Among these, two significant laws stand out:


RA 8353 (The Anti-Rape Law of 1997)


RA 8353 redefined the crime of rape in the Philippines, shifting the focus to the lack of consent. This progressive law emphasizes that any form of sexual activity without consent is a violation of one’s rights. The 2022 amendment through RA 11648 further strengthened this law by increasing the age of sexual consent from 12 to 16 years old, ensuring better protection for minors.


RA 11313 (Safe Spaces Act of 2019)


Also known as the “Bawal Bastos” law, the Safe Spaces Act combats gender-based harassment in public spaces and online platforms. It addresses a wide range of abuses, from catcalling and stalking to cyberbullying. This law empowers individuals to report harassment and ensures penalties for offenders, fostering safer environments for women and other vulnerable groups.


The Impact of VAW Laws:

- These laws collectively empower women by providing legal remedies and fostering a culture of accountability. They create a framework for addressing violence, raising awareness, and promoting gender equality. Despite these advancements, challenges remain in their full implementation, requiring active participation from all sectors of society.

- Ending violence against women is a shared responsibility. The 18-day Campaign to End Violence Against Women serves as a reminder of the progress made and the work still needed to achieve a violence-free society. Through continuous advocacy, legal reforms, and public awareness, we can empower women and create a safer, more equitable world.
